As far as I can tell, it is kind of poking fun at the whole OMGWFT?!?! thing by adding yet another 3 letter acronym to it. And then there is the !!!!!11111one thing which never fails to amuse me.
My newest favorite variant on that one is !!!!!1111!!!!!twelvety! (Which, of course, is better than "eleventy.") I may go back to !!!!!1111!!!!SHIFTONE! soon, though.
